Council Meeting
The City Council meets the third Monday of each month at 7:00 p.m. at the Clarissa City Hall, 202 Main St West. These meetings are open to the public. To be heard at a council meeting contact the City Clerk by noon the Wednesday before the meeting to be placed on the agenda.
Fire Department
The Clarissa Fire and Rescue Department are volunteers. If you are interested in becoming a volunteer firefighter, please contact the City Hall at (218)756-2125.
City Water/Sewer & Gas Service-Related information
Water/Sewer & Gas: Contact the City Clerk for all questions (218) 756-2125
New utility customers must fill out a utility billing application plus we will make a copy of your Driver’s License. The city requires notice in advance of date when moving in or out of the city and when requesting a specific date for meter final read or water shut-off/turn on.
Water/Sewer and gas is based on the readings taken by the city. The water/sewer/gas service is billed monthly. Our minimum base rate for Residential Water and Sewer is $20.00 and $10.00 per 1,000 gallons of water and $8.00 per 1,000 for sewer.
Payments of water/sewer and gas bills are due the 5th of each month. If an account is 30 days past due, you will receive a reminder for late payment/disconnect notice. Payment in full is due in the office within ten (10) days of the date of the notice otherwise we will turn off your water/gas. If this becomes a reoccurring action, a final disconnect notice will not be sent and we will disconnect your utilities if payment is not made on the due date. There also will be a re-connection fee of $100.00 plus a $200 deposit assessed before service will be resumed.
Payments may be made by mail or in person at City Hall during city hall office hours. Payment checks should be made out to: City of Clarissa. A blue drop box is located outside City Hall for your convenience outside of office hours. ACCEPTED FORMS OF PAYMENT ARE CASH, CHECK OR MONEY ORDER and ACH. ACH forms are available at the City Hall if interested.
If you are renting, please note that the owner of rental property will also receive the monthly bill. As the ownerof the rental property as per city ordinances regulating city provided utility billing, the owner of the premises being served by the city utility is responsible for utility charges incurred on the premises whether the premises is occupied by the owner, renter/lessee or not.
Property Related Information
City Dump
The city dump site is available to Clarissa city residents only for disposal of their grass clippings, leaves, garden waste and trees. No other materials are accepted. The site is available 5 days a week; you sign out the key at the City Hall and the key must be returned as soon as you’re done.
Grass Mowing
Property owners are required to keep their property, boulevards and ditched adjacent to their property mowed throughout the growing season. Grass clippings are not allowed on sidewalks, streets or in/near storm sewers at any time.
Nuisances/Junk
The City does not allow nuisances/junk or abandoned items to be left in the open on any property. Property owners may keep these items in an enclosed structure only. Some examples of items that may not be left in the open are furniture, appliances, machinery, unlicensed inoperative motor vehicles or health or safety hazard items.
Garbage Collection
The City of Clarissa contracts for weekly garbage hauling with the Long Prairie Sanitation. Pick- up day is Thursday mornings. Long Prairie Sanitation also has recycling services available twice a month. Call the Long Prairie Sanitation for more information at (320)732-6464.
Yard Waste
It is illegal in Minnesota to place yard waste (grass, leaves small brush, and plant materials) and tree waste in household garbage. The city will remove bagged leaves and bundled branches in the Spring/Fall. See notice on city hall door for exact dates. Please do not blow your lawn waste onto the street.
Animals
There is a maximum of two dogs per household. Each animal older than 6 months must be licensed with the city with proof of rabies and distemper vaccinations to be shown at time of licensing. Pet licenses are required at a fee $5.00 per license. Annual licenses may be obtained from the city clerk upon showing proof of vaccination. At all times, animals must be kept leashed/confined.
Building Permit
Many construction projects and home improvements require a building permit from the city. Some examples are: Decks, Fences, Gazebos, Garages, Sheds, Patios, Stationary fire pit, Additions, Major alterations. Building permit applications are $10.00 and are available at the City Hall.
Sidewalks and hydrants are property owner responsibility
The care and maintenance of sidewalks is the responsibility of the property owner. Sidewalks are to be kept free of anything that may constitute a hazard. Please remember in winter to shovel around fire hydrants that are on your property. In case of a fire, it will save time for the department to have ready access to those hydrants.
